In what ways was the establishment of a strong imperial government obstructed by nobles and by the papacy?

When king John was forced to sign the Magna Carta in 1215,it ended forever "the divine right of kings"Before this,the court and church effectively controlled every facet of the people.Although the monarch had enormous power,he was forced to act by having a parley with with appointed nobility.Indeed it is from the word parley we get tge name for our govt.Parliament

In what ways was the establishment of a strong imperial government obstructed by nobles and by the papacy?
The nobility and the papacy acted as countervailing sources of power. The government needed them (money, arms, legitimize their rule) and thus couldn't destroy them.
