In Oblivion, is it possible to get up upon the gold tower in the middle of the Imperial City?
yes, in the theives guild's last quest, but your on the inside. You just kind of run around and dodge monks.

Reply:On the 360 version, not sure about PC, you can go anywhere with paintbrushes. For some reason gravity doesn't work on paint brushes so you collect a lot of them set one in the sky hop on it, rinse and repeat.
