How would you characterise the constitutional andpolitical systems of Imperial Germany?

A mix of democracy and autocracy, leaning toward the latter. Democracy elected the lower house. However, the lower house was controlled by the chancellor, who was appointed by the Kaiser. The upper house was also appointed by the Kaiser, each region of Germany having a quota of delegates. Prussia had 51% of the delegates here, significant considering the Kaiser and the chancellor (up to 1891) were also Prussian. Therefore Prussia controlled the rest of Germany.


A bill presented by the lower house, the democratically elected body, had to be approved by the upper and by the Kaiser before it became law.


In conclusion, Imperial Germany can be said to have been an autocracy with a facade of democracy.
