The rifle is chambered for a 6.5 x 50 Japanese miltary cartridge (semi-rimmed cartridge case)
What equipment do I need to reload ammo for my Arisaka 38 Japanese Imperial Army rifle?
At the very minmum; a lee Loader but they are slow to use, and you will soon want a better set up. Lee also makes a entry level single stage reloading press. You will needs a set of dies they come in two dies and three die sets (get the three die) a set of powder measures and/or a powder scale; a priming tool is optional but worth it. A reloading manual (or two) is essential.
The 6.5 Japanese uses standard 6.5 mm (.264") bullets so there is no problem with them.
Midway or Grafs should have everything you need.

Reply:The first thing I would do is make sure it is safe to shoot. Many of the souvenir rifle brought back from the Pacific Theater after WWII were shoddily made last ditch weapons or training weapons.
Have a competent gunsmith check it for you.
